REQUEST FOR EXPRESSION OF INTERESTS (EoIs), SUBMISSION OF PROPOSALS, PREQUALIFICATION, INVITATION AND SUBMISSION OF FINANCIAL BID FOR THE SUPPLY OF GOODS
1. INTRODUCTION
1.1 In compliance with the Public Procurement Act 2007, the Nigerian Postal Service (NIPOST) is inviting reputable, experienced and competent IT Consulting firms who are experienced and has good track record in designing, developing and deploying applications, software and solutions to submit expression of interests/proposal/financial bid in respect of the below stated services, experienced and competent engineering and construction company to submit expression of interest for the development and re-development of NIPOST vacant/virgin/underutilized land throughout the Federation on Public Private Partnership as well as inviting interested, reputable, qualified and competent IT and other suppliers/contractors/companies to submit technical and financial bids in respect of the under listed supplies.
1.2 The Postcode System is a strategic component of the National Addressing System (NAS). Thus, based on the directive of the Federal Government of Nigeria, NIPOST desires to design, develop and deploy a Postcode System solution which could be used on mobile devices for location of addresses. The solution is also to be used to create a National Postcode System database warehouse (NASDW) which complies with the Universal Postal Union (UPU) S42 and S43 Addressing Standards. The National Addressing System will leverage on the Postcode System for easy location and identification of all addresses in Nigeria.
(b) E-post is the digitalization of the Postal processes and other e-Government services for effective delivery of a timeous and improved services to the general public.
(c)NIPOST, in a bid to improve on its quality of service of mail conveyance/delivery nationwide and easy migration of its services from manual/physical to digital desires to procure some tricycles and devices such as smart android phones, android tablets, laptops, desktops, printers etc.
2. SCOPE
CATEGORY A: SERVICES
Lot 1: Designing, Development and Deployment of Postcode System Solutions that takes care of the following under listed:
i. Conduct business requirement analysis for the Postcode System;
ii. Generate Postcode number based on approved algorithm.
iii. Delineate Digital imageries into Postcode areas based on specified standards.
iv. Allocate Postcode numbers to Postcode areas based on Logic and structure of the Nigerian Postcode System.
v. Document each Postcode area with data of street names/numbers in line with the approved Nigerian National Addressing Standard and Guidelines.
vi. Design and create Postcode System Data warehousing.
vii. Create business/Operating intelligence solution for the Postcode System.
viii. Develop mobile app for Capturing coordinate of properties and transferring of the data to the central database.
ix. Develop Central Database for Postcode System.
x. Develop a workflow for the Postcode Eco-System and Integration software (API’s).
xi. Develop a sustainable business model and rule for the management, upgrading and updating of the Postcode System.
xii. Develop a software for Postcode navigation.
xiii. Purchase all relevant licenses, certifications and documentation for the Postcode System.
xiv. Training of Manpower Development on GIS and utilization of the Postcode app for field work in data collection, capturing and verification.
LOT 2: Deployment of the following under listed for the purposes of effectively driving the digitalization of the postal processes at the initial absolute cost of the service provider subject to an agreed repayment over a period of time with a flexible payment plan as follows:
i. Deployment of internet connectivity in District Post Offices and the Corporate Headquarters, Abuja.
ii. Deployment of Solar Power in District Post Offices and the Corporate Headquarters, Abuja.
iii. Deployment of ICT devices such computers, printers, handheld scanners, thermal printer, PDA, mobile terminals for electronic service delivery in all District Post Offices and the Corporate Headquarters, Abuja.
iv. Deployment of Wide Area Network (WAN) and Local Area Network (LAN) connectivity of all ICT devices in District Post Offices and the Corporate Headquarters, Abuja.
v. Deployment of automated sorting machine, bag scanning machine devices, barcode printers, bag sealing machines, close circuit cameras, explosive trace devices and other mail processing systems at the International Mail Processing Centre (IMPC) Ikeja, Lagos.
vi. Deployment of devices for video conferencing for the Corporate Headquarters and identified offices.

Lot 3: Supply of Tricycles
Lot 4: Supply of Laptops.
Lot 5: Supply of Desktops.
Lot 6: Supply of Android Tablets and Phones.
Lot 7: Supply of Printers.
Lot 8: Supply of Scanners.
CATEGORY C: Public Private Partnership of NIPOST’s Landed Properties
NIPOST is desirous to partner with interested members of the Public to develop/redevelop her vacant/under-utilized landed properties in different zones of the Country as stated hereunder. Each interested members of the public shall Expression of Interest in respect of the following locations:
Lot 9: General Post Office, Dugbe, Ibadan
Lot 10: Post Office premises, Molete, Ibadan
Lot 11: Special Design Post Office Vacant Land At Secretariat Road, Akure
Lot 12: NIPOST Junior Staff Quarters, Marine Beach, Apapa, Lagos.
Lot 13: NIPOST Headquarters Annex, Lafiaji, Lagos.
Lot 14: Kubwa Post Office Premises, Abuja.
Lot 15: Lugbe Post Office Premises, Abuja
Lot 16: Special Design Post Office, Makurdi, Benue
Lot 17: Akpapava Post Office Premises, Benin
Lot 18: NIPOST Staff Quarters, Sapele Road, Benin
Lot 19: Barnawa Post Office Premises, Kaduna
Lot 20: Kakuri Post Office, Kaduna.
Lot 21: Bichi Post Office, Kano.
Lot 22: Mubi Post office Premises, Adamawa.
Lot 23: Independence Lay out Post Office, Enugu.
3. ELIGIBILITY REQUIREMENTS
Bidders and Interested firms should submit two (2) bounded copies of the EoIs documents duly signed, paginated separated by dividers and arranged in the order outlined hereunder-:
i. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2021 with a minimum average turnover of (#25,000,000.00) Twenty-Five Million Naira Only.
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
vii. Sworn affidavit disclosing whether or not any officer of the relevant committees of Nigerian Postal Service or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
viii. Company’s Audited Accounts for the last three (3) years (2018, 2019, and 2020).
ix. Reference letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the project when needed.
x. Company’s Profile with Curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
xi. Verifiable document evidence of at least (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificate and photographs of the projects.
xii. Evidence of Firm’s current registration/accreditation with relevant regulatory professional body(ies) such as Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA) for Category A & B, and Lots 4 – 8;
xiii. All documents for submission must be transmitted with a covering/forwarding Letter Head of the company/firms bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone number (preferably GSM NO) and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS (CATEGORY B)
Interested companies are to collect the Request for Proposals (RFP)/Standard Bidding Documents (SBDs) from the office of the General Manager, Procurement, NIPOST Corporate Headquarters, Room 222, Second Floor, Garki II, Abuja on evidence of payment of a non-refundable tender fee of (#10,000.00) Ten Thousand Naira only per Lot, paid into the NIPOST’s Remita Account in any reputable commercial bank in Nigeria.
5. SUBMISSION OF TENDER DOCUMENTS (CATEGORY B)
Prospective bidders are to submit bid for each of the Lots desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bids” or “Financial Bids”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to General Manager, Procurement, NIPOST Corporate Headquarters Garki II, Abuja and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tenders Box at the Procurement Department not later than 12:00 noon on Monday, 27th September, 2021.
6. SUBMISSION OF EOI (CATEGORY A & C)
Interested Firms are to submit the Expression of Interest (EOI) for each of the Lot desired, in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 12:00 noon on Monday, 30th August, 2021.
7. OPENING OF EOI AND TECHNICAL BIDS
The Expression of Interests and technical bids shall be opened immediately after the deadlines for submission at 12:00 noon on Monday, 30th August, 2021 and 12:00 noon on Monday, 27th September, 2021, respectively, in the Nigerian Postal Service Corporate Headquarters, Garki II, Abuja, FCT.
Please ensure that you sign the Bid Submission Register in the office of The General Manager (Procurement) in Room 222 as NIPOST will not be held liable for misplaced or wrongly submitted bids. For further enquiries, please contact the General Manager (Procurement).
8. GENERAL INFORMATION
a. EOIs & Bids must be in English language and signed by an official authorised by the bidder.
b. Eols & Bids submitted after the deadline for submission would be returned un-opened.
c. Bidders should not bid for more than one (1) lot.
d. Failure to submit the above stated requirements shall lead to disqualification of bid/EoIs/RFPs.
e. Notwithstanding the submission by any company, the Nigerian Postal Service is neither committed nor obligated to offer any company or Firm an award in any form of contract or its agency company.
f. NIPOST reserves the right to conduct independent inspection of works claimed to have been carried out previously.
g. All costs will be borne by the bidders;
h. Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
i. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
j. Category B: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
k. Category A & C: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
l. NIPOST is not bound to pre-qualified/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
