FUNCTIONS OF THE DIVISIONS AND DEPARTMENTS

    1. BUSINESS & STRATEGIC DEVELOPMENT DEPARTMENT FUNCTIONS:

    Facilitating the realization of NIPOST Corporate business mission. Coordination of corporate plans. Evaluating, reviewing and alignment of policies necessary for organizational harmony and integration. Developing and Monitoring the take-off of new investments and programmes. Coordinating and production of annual reports.

    STRUCTURE: The Business & Strategic Development Department is composed of the following units,

    • Budget Planning and Analysis
    • Management Systems
    • Target Setting and Standardisation
    • Development and Maintenance of Data Bank

    2. CORPORATE COMMUNICATIONS DEPARTMENT FUNCTIONS:

    To implement the recommended corporate policies, and measure results that will foster goodwill. To communicate the organization's policies in clear terms for appreciation, perception, understanding, action and overall implementation by all categories of staff. To explain changes in policy and promote good industrial relations To determine, identify, analyse and penetrate numerous publics, target groups and stakeholders in all NIPOST products and services. To keep the public informed about the organization's programmes and achievement, provide information about new products, services, innovation, as well as developments. To improve awareness of the organization's image through involvement in the planning and execution of all aspects of interpersonal communications, e.g. advertising, point-of-sales, displays, promotions and public relations. To be the vanguard of personal (direct person-to-person) communication with all desired contact groups and individuals. To reveal details of the organization's contributions to economic and social welfare of communities.

    STRUCTURE: The Corporate Communications Department is made up of five units. These are as follow

    • Research and Survey unit
    • Media Relations unit
    • Protocol unit
    • Publicity unit
    • Staff and Operation unit

    3. INTERNAL AUDIT DEPARTMENT FUNCTIONS:

    To ascertain the degree of reliability of accounting and statistical data, generated within the organization. To ascertain whether the policies put in place to secure NIPOST assets are effective and adequate To ascertain the extent of compliance by NIPOST managers to established policies, plans and procedures. To guide against any possible breach of approved policies, by verifying all payment and receipt vouchers, stock movement, receivables and notes payable, cash balances, banking records and reconciliation statements, short and long-term loans granted and investments. To review and appraise the policies, plans, internal records and procedures of the organization with a view to determining their adequacy and effectiveness To ascertain whether set targets are being achieved, and if not, propose remedial measures. To ensure effectiveness of the existing internal control. To reassure NIPOST Management of the integrity of its operations, i.e. provide assurance that control and administrative processes are operating effectively and efficiently.

    STRUCTURE: The Internal Audit Department is made up of six units, which are as follows:

    • Administration
    • Ventures
    • Pensions

    4. MARKETING DEPARTMENT FUNCTIONS

    • To design and set specific marketing goals and targets.
    • To protect and expand NIPOST market shares in the postal industry.
    • To employ the use of market segmentation principles in the marketing and sales of NIPOST products.
    • To conduct market research and monitor customer needs, usage and trends as well as competitive activity.
    • To create a structure or process for co-ordinating all marketing functions toward the attainment of organizational goals.
    • To create a corporate style and culture in which marketing integrates participants both within and outside NIPOST towards corporate goal achievements.
    • To establish a market-based business concept that provides unique value to the customer on all our postal services and allied products

    STRUCTURE The department is headed by a Senior Assistant Postmaster-General and is made up of three units. The units are as follows.

    • Sales Promotion/Advertisement
    • Product/Sales
    • Marketing Research/Product Development

    5. POSTAL SECURITY DEPARTMENT FUNCTIONS:

    Prevention/detection of postal related crimes to ensure security of mail. Investigation of reported cases and prosecution of suspected offenders. Production and issuance of post office and staff identify cards for purposes of identification and revenue generation. Institution of Postal/Money Orders enquiries and disputed documents analysis. Surveillance and intelligence duties/activities.

    STRUCTURE: There are three units in the Department, viz

    • Surveillance and Intelligence branch
    • Operations/Litigation branch
    • Planning, Research and Development branch.

    6. MANAGEMENT INFORMATION SYSTEM (MIS) UNIT
    The activities carried out under the MIS unit are as follows;

    Provision of timely and accurate information to Management for planning purposes. Information technology support to the top managers in the organization. In-house computer training.

    STRUCTURE: Management Information System comprises three sections. They are as follows;

    • System Programming Section
    • Computer Operators/Data Entry Section
    • Control Section

    7. COUNTERS SERVICES DIVISION FUNCTIONS:

    The functions carried out by the Counter Services Division are as indicated below;

    Initiation of policies on the establishment and management of the network of counter service and postal agencies nationwide. Implementation of control systems for the monitoring of counter services. Determination and placement of order for counter stocks. Initiating the promotion of products and services in its stable. Training and retraining of counter staff nationwide. Preparation, presentation of draft budget and implementation of approved budget for counter operations. Resuscitating and re-packaging old and ailing services for improved patronage.

    STRUCTURE The Division has two departments, each headed by a Senior Assistant Postmaster-General. The Departments are;

    8. MAIL OPERATIONS DIVISION

    The Mail Operations Division is saddled with the responsibility of collecting, processing and delivery of local and international mail. Other functions performed by the Division include the following; Implementing approved policies and conventions on the handling of mails. Initiating policies for the collection, processing and transportation of International mail. Implementation of control systems for mail operations nationwide. Co-ordination of bilateral and multi-lateral relations with Postal Administrations of other countries, Universal Postal Union (UPU), Pan African Postal Union (PAPU), and other agencies established for the management of mail worldwide. Development and management of new mail services nationwide. Deployment of mail operations staff nationwide. Designing of postage stamps. Supervision of mail delivery. Production of postal literature.

    STRUCTURE The Division is made up of two departments, namely - Domestic Operations and International Operations Departments. The International Operations Department is responsible for all International Mail. It is further sub-divided into three units. The units are as follows:-

    • International Mail Processing Centre (IMPC) Sea and Air and International mail Enquiries.
    • International Mail Service
    • International relations

    The Domestic Operations Department has three units as follows:-

    • Collection and Distribution
    • Delivery and Postal Establishment
    • Postcode and Processing

    9. HUMAN RESOURCES MANAGEMENT DIVISION FUNCTIONS FUNCTIONS:

    To ensure effective co-ordination of recruitment activities. To analyse, organise and maintain accurate staff records. To process all necessary documents for the gazetting of staff. To coordinate and organise all the administrative details for promotion of staff. To ensure the implementation of disciplinary procedures. To ensure the execution of welfare policies. To undertake manpower development and training of staff. To prepare terminal activities and welfare of retirees. To handle all cases of industrial disputes, labour education and liaising with the in-house unions on matters affecting NIPOST staff.

    STRUCTURE: The Human Resources Management Division has three main executive departments. The departments are as follow:

    • Personnel Management Department.
    • Office Management Department.
    • Training and Manpower Development Department.

    10. ENGINEERING AND TECHNICAL SERVICES DIVISION FUNCTIONS

    The activities carried out under the MIS unit are as follows; To ensure undisrupted postal operations through the provision of functional motor vehicles for transmission and delivery of mail. To acquire, lease and secure land and buildings for the accommodation of all the operational matters concerning the organisation. To sustain the functionality of the buildings and equipment through adequate maintenance, prompt rehabilitation of dilapidated structure and replacement of obsolete equipment. To provide a good working and enabling environment that facilitates and ensures maximum productivity of staff. To design and build functional structures through direct labour where feasible for cost effectiveness. To provide real estate management for NIPOST owned and leased properties. To ensure judicious use and application of fund in respect of contract administration.

    STRUCTURE: The Engineering and Technical Services Division is made up of two departments and four units. The Departments are:

    • Physical Development and Maintenance (PDM)
    • Postal Engineering/Workshop

    The four units are:

    • Planning Design and Development
    • Building Maintenance
    • Postal Mechanical Equipment
    • Postal Electrical Equipment
